Jan 29, 2024

Community benefits agreements (CBAs) are contracts negotiated between developers and communities regarding commitments in exchange for local support of proposed projects. This report provides background on the legal history and rationale behind CBAs, case studies of their use for energy projects, and recommendations for incorporating inclusive CBA provisions into renewable energy siting guidelines. Requiring signed CBAs as a prerequisite for state siting permits can accelerate the transition to renewable energy by reducing litigation, streamlining regulatory timelines, and ensuring just distribution of costs and benefits.
